Outlook Consulting Group (OCG) has a roster of more than 300 staff (both full time and part-time), including management consultants, evaluation specialists, researchers, data scientists, executive trainers, field supervisors, enumerators, etc in multiple fields of specialization across different sectors.

Prior to joining OCG, Alex was a Senior Evaluation Consultant for the Evaluation of the World Bank–Rwanda Priority Skills for Growth Program; Head of Research, M&E and Knowledge Management at Rwanda M&E Organization; Associate M&E Consultant for the development of AIMS–Rwanda Teacher Training Program’s MERL system; Strategy and Business Development Consultant at African Safaris and Unique Tours Ltd; Evaluation Consultant for the evaluation of Mkombozi Community Livelihood Initiative in Kenya; Associate Consultant for the development of a corporate communication strategy for the NAEB Rwanda; Associate Consultant for the evaluation of emergent and early learning project at Save the Children Rwanda; Associate Consultant for assessing the impact of a five-percent import withholding tax on consumers’ welfare in Rwanda; Associate Consultant for the Rwanda HIV and AIDS Stigma Index Survey 2013; Associate Consultant for assessing the Mainstreaming of HIV and AIDS in school curricula in Rwanda; Associate consultant for the mid-term evaluation of WVI – Rwanda’s Sustainable Growth and Development of the Local Economy Program; Associate Consultant for Plan Rwanda’s Labour market and labour demand baseline survey for the PAGES Project; and Associate Consultant for Plan Rwanda’s Household economic status baseline survey for the PAGES Project.
Alex’s hobbies include reading and writing of personal development literature and blogs on different topics including politics, finance and economics, business, environment and sustainability, results management, etc.; watching documentaries; networking such as building professional relationships and connecting with industry peers; sustainability and environmentalism such as recycling, reducing carbon footprint, participating in community clean-ups (Umuganda) and advocating for eco-friendly practices.

Doreen Umwari

Before joining OCG, Doreen worked as Monitoring, Evaluation and Learning (MEL) specialist with Rwanda Civil Society Platform; MEL Officer with USAID Collaborating, Learning, and Adapting; MEL Officer with Never Again Rwanda; and Sales and Marketing Officer with Bralirwa and Minimex Corporate Company Ltd all in Rwanda. Besides work Doreen enjoys reading professional development literature to broaden her expertise, as well as poetry. She also values staying active and maintains a healthy lifestyle through activities like swimming, finding balance and rejuvenation in both mind and body. Additionally, she is a travel enthusiast, always eager to embark on adventures that broaden her horizons and expose her to diverse cultures and perspectives.

Previously, Aaron has worked in different capacities before joining OCG. These include Field coordinator for UNDP’s research on the 30-year journey for the media sector in Rwanda; Filed coordinator for the evaluation of World Bank – Rwanda Priority Skills for Growth Program; National Coordinator for the nationwide training of leaders of farmers ‘cooperatives at Caritas-Rwanda; Principal consultant for the market research for Agrovet business development in Rwanda on behalf of Send A Cow Rwanda; Team leader of Ecatalyst in Rwanda responsible for carrying out regular research to assess the business profitability and scalability; Training Facilitator in Entrepreneurship, Financial Literacy, and Digital Marketing program at Jesuit Urumuri Centre in Rwanda; and Coordinator for Food Security and Environmental Monitoring Program for Jesuit Refugee Service (JRS) in Burundi among others.
Outside of his career endeavors, Aaron is an avid reader with a particular interest in philosophy and political sciences, often delving into deep discussions on societal issues. He finds solace in exploring the intricacies of theology, enriching his understanding of faith and spirituality. Additionally, Aaron enjoys interacting with the natural world, by engaging in activities such as hiking, gardening, and wildlife photography. He also has a passion for mentoring and teaching, dedicating his time to empowering others through entrepreneurship, financial literacy, and digital marketing programs.

Before joining OCG, Julienne worked in different research capacities including research assistant for the Evaluation of the World Bank – Rwanda Priority Skills for Growth Program; Survey Coordinator for Rwanda Biomedical Centre’s (RBC’s) Mid-term Evaluation of Rwanda Stunting Prevention and Reduction project; Data collection coordinator for RBC’s National Community-Based Remapping of Schistosomiasis and Soil-Transmitted Helminthiasis and Training the Surveyors; and research assistant for National Institute of Statistics of Rwanda’s 2014-15 Demographic and Health Survey, among others.
In her spare time, Julienne is an avid enthusiast of photography, finding joy in capturing moments and scenes that reflect the beauty and diversity of the world around her. She also enjoys exploring new cuisines, whether through experimenting with recipes in her own kitchen or discovering hidden gems in the local culinary scene. Additionally, Julienne finds relaxation and inspiration in literature, often immersing herself in novels and poetry that broaden her perspective and ignite her imagination.

Before joining OCG, Sylvia worked in different research capacities, including research assistant for the 2019-2020 Rwanda Finscope Survey on behalf of Access to Finance Rwanda and Center for Economic and Social Studies, and COVID-19 Perception Survey on behalf of Rwanda Red Cross among others.
Apart from her professional career, Sylivia is adventurous and a travel enthusiast who enjoys networking and connecting with new people and experiencing new environments. She also loves reading poetry

Samuel Harerimana

Samuel Harerimana
Associate Finance and Taxation Consultant
Before joining OCG, Sam worked with Ecole Mere Agathe where he was responsible for advising the management on tax matters, preparing and filing tax returns and ensuring better relationship between the organization and the tax authorities by establishing effective tax compliance systems. He also worked as an examinations administrator where he was in charge of administering, supervising, collecting, and marking accounting and finance examinations.
Sam’s hobbies include reading on the latest developments in financial markets, e.g., financial news, analyzing investment opportunities, or participating in stock market simulations. He also enjoys writing blogs on taxation, finance and auditing as well as engaging in discussions and forums related to tax planning strategies and legislative updates. Beyond his professional career, Sam also engages in hobbies that promote mental clarity and relaxation, such as listening to music, playing foot ball, and hiking in nature reserves.
